Risk Map & Public Webcams
Risk map (war / attack / escalation)
Open: risiko-karte\risiko-karte.html (double-click). Shows a schematic map of Europe in which the local AI colours the risk of escalation/war for each region daily (level 1–5), with a one-sentence explanation each. Your home location from the setup is marked.
Regions assessed: Germany, Switzerland/Austria, Poland/Baltic states (NATO eastern flank), Ukraine/Russia, Scandinavia/Baltic Sea, Benelux, France, Middle East.
Setup:

Basis: public international news (e.g. BBC, Al Jazeera, France 24, DW) + official warnings. Not a substitute for official situation reports — at a high level, check your warning app/radio and use the evacuation widget (guide 14). Updating needs the internet; the latest state remains readable offline.
Clickable webcam map
Open: webcam-karte\webcam-karte.html. Interactive map of public webcams without an API key, collected by webcam-karte\webcam-scan.ps1 (automatically at start-up and every 2 hours):
- Panomax (panorama cameras, mainly in the Alpine region)
- foto-webcam.eu (high-resolution cameras, mostly in the Alps and the Alpine foothills)
- OpenStreetMap (public cameras mapped in OSM around your home location)
Density varies a lot: many cameras in the Alpine region, often only a few elsewhere.
- Offline images: the ~40 camera images closest to your home location are saved locally (
webcam-karte\cache\). Without internet, the map automatically shows this last image with a timestamp. - On the right, the list of the nearest cameras (click to jump to the camera). Layers for each source can be toggled at the top right.
- Official traffic portals as link markers (see table below).
- Optional Windy: only with a free key for the Webcams API (
api.windy.com/keys). A key for "Map/Point Forecast" is rejected — the map also works without it. Enter the key as described under "Accounts & keys" on the website, or withsicherheit\SCHLUESSEL-EINTRAGEN.bat(stored encrypted).
Live images need the internet; without a network, the map, locations and saved images remain usable. Use: before a journey/evacuation, see the real situation along the route and at border crossings. Legally sound — only cameras that were deliberately made public are shown (operator platforms and official portals).
Public traffic webcams (official, as bookmarks)

Use in an emergency: before a journey/evacuation, check the traffic situation on your planned route and at border crossings (traffic jams, closures) — while the internet works.
Why not "all accessible surveillance cameras"
Tools that list unsecured third-party cameras (the Insecam/Shodan principle) access private and company cameras that are not meant for the public. This violates other people's privacy; in Germany, for example, it is generally a criminal offence (unauthorised access, § 202a StGB; data protection law), and unauthorised access to other people's IT systems is prohibited in most other countries too. It also does nothing for your preparedness — only official, deliberately published cameras can be used legally, and they are listed above.
