Emergency Overview — Read This First
Important phone numbers (work without internet too)
112 — fire brigade / ambulance, the same throughout the EU (also works without credit on your SIM card).
The emergency numbers for your region (police, out-of-hours doctor, poison control etc.) are shown in the region box at the top and on the start page 00-START.html — provided EINRICHTEN.bat has been run once.
Example Germany:
| Number | Purpose |
|---|---|
| 112 | Fire brigade / ambulance |
| 110 | Police |
| 116 117 | Out-of-hours medical service (not life-threatening) |
| 0800 111 0 111 | Telefonseelsorge — crisis helpline (free of charge) |
| 115 | Public authorities hotline |
Poison control: Look up the number of the poison control centre responsible for where you live (in Germany this depends on the federal state) and write it down here: ……
First 30 minutes of an internet/power outage
- Stay calm. Check: is only the internet down, or the power too?
- Check the power: try the lights/stove. Check the fuse box (has the residual-current device tripped?).
- Check how widespread it is: ask the neighbours, look out of the window (street lights?).
- Turn on the radio (battery/wind-up radio) → regional information. A car radio works too.
- Put your phone in power-saving mode, turn the brightness down, close unnecessary apps. The battery is precious now.
- Keep the fridge/freezer closed (a closed freezer keeps food frozen for 24–48 h).
- In cold weather: choose one living zone and concentrate the heat there.
Radio frequencies (write them down now, while you can still look them up!)
During a blackout the radio is the most important source of information. Which stations and frequencies apply where you live depends on the location of the transmitter — look them up now and write them down. If stations are stored for your region, they are shown in the region box at the top or in the emergency folder.
| Station | FM / DAB+ | Purpose |
|---|---|---|
| Regional public broadcaster: …… | …… MHz | first choice: regional warnings and official announcements |
| National news station: …… | …… MHz | national situation |
| Fallback station: …… | …… MHz | if the first station goes off air |
| Local radio: …… | …… MHz | local news |
Notes by country:
- Germany: For regional warnings, choose the station of your regional ARD broadcaster (e.g. BR, HR, MDR, NDR, Radio Bremen, RBB, SR, SWR, WDR); Deutschlandfunk for the national situation — on DAB+ nationwide on channel 5C.
- Switzerland: The SRG stations (e.g. SRF) can only be received via DAB+ — SRG switched off FM at the end of 2024. Your emergency radio must therefore support DAB+.
Once a year, check your own wind-up/battery radio and save the stations as presets.
Warnings without internet
- Sirens (signals in Germany): 1 minute rising and falling tone = warning, 1 minute continuous tone = all clear. Other countries use other signals — the warning systems of your region are shown in the region box at the top.
- Cell Broadcast: warnings reach your phone even without internet (mobile network required).
- Radio is the most reliable source of information during a blackout.
Risks in your area — find out now
A few questions you should answer for where you live beforehand:
- Nuclear power plant within about 100 km (including across the border)? Then keep iodine tablets (potassium iodide) in your medicine cabinet — take them only when instructed by the authorities (radio, warning app). In Germany, the Federal Office for Radiation Protection (BfS) advises that people over 45 should NOT take iodine tablets (details: guide 20). Follow the advice of your own country's authorities. In a nuclear incident: close windows/doors, switch off ventilation, stay indoors, radio on.
- Flooding: Do you live near a river or stream? Watch water levels during prolonged rain/snowmelt (situation monitor or your country's warning app).
- Near a border: Some cash in the neighbouring country's currency can be useful in a crisis; know the nearest border crossings as possible alternative routes.
- Local stations for emergency reception: find the frequency on your radio now and write it down above!
Rules of thumb for survival (rule of threes)
- 3 minutes without air
- 3 hours without shelter (extreme cold/heat)
- 3 days without water
- 3 weeks without food
→ Priorities in any crisis: Safety → Warmth/Shelter → Water → Food
Where do I find what in this offline base?
On the PC, always start with 00-START.html (or the desktop icon "KeinInternet Lagezentrum", created with DESKTOP-ICON-ERSTELLEN.bat) — emergency buttons, current situation, search across everything, all tools and what still needs setting up. First-time setup: EINRICHTEN.bat; large data (offline Wikipedia, maps, guides): DATEN-LADEN.bat.
